On the basis of the 2019 situation analysis, 30 recommendati ons have been formulated toward the Dutch government and public entities. Once applied, actions stemming from the recommendations can ensure that in the future, the impact of initiatives meant to improve the well-being of children will be measurable and equitable, all efforts will be well-coordinated, and the necessary legislative framework and policy environment will be intact. The 7 recommendations that should be prioritized as a first step are highlighted per duty-bearer in this fact sheet.

Description:

Poverty problem in the Caribbean Netherlands is a topic of concern to the National Ombudsman and the Ombudsman for Children. They are not alone in this. Other agencies such as the College of Human Rights and Unicef regularly sound the alarm and emphasize that being able to provide for the basic necessities of life is a (social) fundamental right; a fundamental right that must also be guaranteed in the Caribbean Netherlands.

Despite the efforts of the cabinet to improve the income position of residents and reduce the cost of living, the two ombudsmen still see too little progress. This has been the reason to start a broad thematic research into poverty in the Caribbean Netherlands. In this chapter, the background of this thematic research and the focus of this specific research are explained in more detail.

The Corona Crisis and Children and Adolescents in The Netherlands

Description:

UNICEF The Netherlands, with the support of Leiden University, the Faculty of Law, made an inventory of more than eighty possible risks. The risks are divided into seven overarching themes and provide insight into the impact that the corona crisis and the measures have on children and young people in the Netherlands. For example, the job loss of thousands of people also means an increase in the number of children living in poverty.

Increasing poverty also leads to great concerns in the Caribbean Netherlands about an increase in domestic violence and child abuse.The identified risks are divided into seven themes:
• Poverty
• Violence against children
• Education
• Mental well-being
• Migration
• Youth care, youth mental health care and juvenile criminal law
• Caribbean Netherlands

Within each theme, a brief outline is given of the situation before this crisis, developments directly or indirectly resulting from the corona crisis and recommendations for now and the future to guarantee the rights of children and youth.

This research was carried out in collaboration with the public entities and the Ministry of the Interior and Kingdom Relations (BZK) to improve the situation of children and young people in the Caribbean Netherlands. The Children's Rights Program in the Caribbean Netherlands (2019-21) is largely based on the findings of the 2019 Situation Analysis (SitAn) of children and adolescents in the Caribbean Netherlands. This report provides an overview of the results achieved between the start of the program in September 2019 and January 2021.
